Their new online billing platform for the City of Farmers Branch is perhaps one of the most convoluted process to sign up, and the least intuitive online bill pay that I have EVER encountered anywhere.

I am not sure if it is the company decisions that resulted in this, or if it is the local politicians who should have left decisions on making a site as easy as possible on people to the people who do this for a living.
